I believe their job is to cover up the adverse effect Cap and Trade will have on low wage earners.
The office is there to coordinate handing out DOE contracts to minority businesses.
For the most part they sit on thier fat rear ends, try to look important and take the tax payers money.

More like long time patronage job recipient. I wonder what he would have gotten if had actually delivered Obama a decent number Cuban votes.
Minority owners -- all small business owners, really -- will be among the hardest hit by BO's stimulus plan, top-down govt mgmt, and (gasp!) obamacare if it becomes law, when these start to percolate. Just look at what's happened so far in the auto industry for suppliers, small dealers, and others - and I'm no economist, I just look at the news. But don't bank on the OMEI to release factual figures any time soon.
