Just consider a vote for funding for the Iraq war if it is unpopular with voters. That might be considered an act of bravery. A congressman might be willing to lose his job but feel he has to protect America. But this guy is saying he will vote for a bill that is decidedly unpopular with his voters as long as he thinks it will help them. As I said above, if he really thinks this plan will help the American people, then he is too stupid to be a congressman. It is sometimes an act of bravery for a congressman to say he has to vote for something even if it is unpopular, even if it goes against his constituents' wishes.
