From this AP article:
(New Orleans Major) Nagin raised eyebrows during the trip when he said Cuba's authoritative regime did a better job than the U.S. of identifying the needs of its citizens there.
Websters defines authoritative as: "Of acknowledged accuracy or excellence; highly reliable."
So you wanna think the AP meant "authoritarian"--which woulda STILL been wrong! Castro's regime--by any definition of the term--is TOTALITARIAN!
But with the AP you can't really be sure whether the term-use resulted from their blithering imbecility or from their shameless obsequiousness to Castroism.
Unreal.
The question in Cuba is not how good they are at identifying the needs of their citizens. It is how well they ignore what they are so good at identifying.
is THIS THE SAME GUY WHO LET THE BUSES SIT IN THE CITY PARKING LOT RATHER THAN TAKE CITIZENS OUT OF HARMS WAY?

CUBA and its Government do NOT ignore the needs and wants of its people - they simply fail, in most cases, to PROVIDE, those needs and wants. Wonder why? - I don't -S-

I have no idea where you are coming from.
Cuba deliberately does ignore the needs and wants of its people. Even if it is just failure, as you call it, I am sure the thugs in charge do not have the slightest remorse over any of it.
The Cuban government has been ignoring the needs of its citizens for the last fifty years, to say otherwise is to ignore a cruel reality.
The only issue the Cuban government never ignores is the need to perpetuate itself in power at all costs no matter how much the Cuban people have to suffer.
