Can you name the historic Cuban figure to which those terms are associated??????!!!!!!

Could it be associated with the one who presided over Cuba when Cubans were perfectly free to emigrate, own property, work at the place of their choosing, owned more cars, phones and TVs than most Europeans, enjoyed a higher per-capita income than most Europeans...when Cuba enjoyed net immigration from First World nations--and when Cuba contained a grand total of 12 prisons?
