    Not so much incompetence as inertia and false confidence that they'll be able to do business as usual and stay in the game indefinitely, which is their main priority--certainly a higher priority than doing what urgently needs to be done, let alone taking significant risks. Just as many if not most lawyers are all about winning the case, regardless of justice, all too many Republican pols are all about maintaining or improving their position, regardless of accomplishment. And yes, it is pathetic, and worse.
