The Cuban government is complaining that the US is not reaching its agreed quota of 20,000 visas granted per year. I wonder, could the regime be suffering from that severe a cash shortage? What with it’s number one export – the exile – being regulated to some extent by the big bad imperialist neighbor to the North?
