Some in the Brazilian government get it:

BRASILIA (AFP) – Brazilian opposition lawmakers were outraged Monday by the government’s decision to deport two Cuban boxers who failed to show up at the Pan American Games last month and may have been seeking asylum.
“Brazil broke its best democratic tradition with that summary deportation,” said Brazilian Social Democracy leader Arthur Virgilio, who called on the foreign and defense ministers to explain themselves to Congress.

It’s a little late and a dollar short, of course, but read the whole thing anyway.
