For me it capped the eight years of the Clinton Administration either trying to treat terrorism as a “criminal” problem, or just ‘criminally’ themselves ignoring it. Actually, September 11, 2001 really was a leftover from the failed anti-terror policies of the Clinton administration.
Anyhow, the U.S. Navy has undoubtedly made changes and adjustments since the bombing of the U.S.S. Cole. Meanwhile the Obama Administration has delayed and delayed the trials of those involved in this terror attack.
