That is incorrect. There were presidential elections in 1958, vehemently opposed by Fidel, who actually said he would not recognize the winner (surprise!) even if the election was clean. Alas, even though Batista was not a candidate, he had the results fixed so that his man would win, which destroyed the last chance Cuba had to avoid the Castro disaster. The man who should have won, Carlos Márquez Sterling, was an exceptional politician who would have made an excellent president (which is precisely what Fidel wanted to avoid at all costs).
