The numbers speak for themselves. If this scam isn’t slavery, then nothing else is slavery either. Slavery comes in various forms, but it is always easy to identify.

The Government of Panama will pay the Government of Cuba at least $ 2,560 per month on average for each Cuban doctor sent to the Central American country to work in the fight against the Covid-19 pandemic, local media reported.
According to the newspaper La Prensa and TVN Noticias, the doctors arrived in Panama at dawn on December 24. A day before, the resolution of the Cabinet Council, dated December 17, was published in the Official Gazette of the country, which authorized the Minister of Health, Luis Francisco Sucre, to sign the cooperation agreement in this regard with the Cuban Government.
According to the document, the agreement is renewable for three months and will cost Panama 482,710 euros per month (about $ 588,595 at current exchange rates).
Cuban and Panamanian information give different figures regarding the number of members of the contingent sent to the Central American country. According to the Panamanian media, there are 220, which would indicate that the local government will pay 2,675 dollars a month for each one. However, the island’s official press reported that 230 professionals were sent; in that case, Panama would be paying $ 2,560.
The Cuban government usually keeps at least 75% of what the contracting countries pay for the work of the Island’s professionals, although the conditions imposed on the workers vary according to the destination.
Assuming that the regime pockets 75% of what Panama pays for 230 doctors, the professionals will have about $ 640 a month left, while Havana will get about $ 441,450. In three months, the Cuban Government will receive more than 1,324,000 dollars, and in the hands of each professional there will be little more than 1,900 dollars.

Just imagine if apartheid South Africa had done anything comparable with a black labor force. Again, we’re dealing with a blatant double standard, but it’s been totally “normalized.”
