Almost 60,000 Cuban families live in homes with dirt floors

Housing issues in Cuba were one of the topics discussed Wednesday during the second working day prior to the First Regular Session of the 10th Legislature of the National Assembly of People’s Power (ANPP).

The matter was addressed by the Commission of Industry, Construction, and Energy. Its vice president, Randel Coloma Oduardo, acknowledged that the housing situation on the Island is showing significant deterioration, although he pointed out this is due to the negative effects of climatic events, low-scale rehabilitation and conservation efforts, and non-compliance with the Housing Program.

According to the official newspaper Granma, one of the critical points was the delay in the housing plan for the current year, which is almost certain not to be met, as indicated by Oduardo himself.

Official figures also reflect the delay. By the end of May, only 7,221 homes out of 25,134 planned had been completed, accounting for 29% of the annual target.

Regarding the Basic Housing Cells, the so-called subsidies, only 13 percent of them have been fulfilled.

The rehabilitation plan is also not progressing well, with 10,004 construction actions completed, which represent 41 percent of the annual plan.

The situation is even worse for homes with earthen floors: of the 61,559 properties in this situation, only 2,103 had been eliminated by the end of May.

Regarding homes destroyed or affected by climatic phenomena from previous years, there are still 109,185 affected houses, of which 60,590 are total or partial collapses.

Additionally, 986 houses were affected (158 total collapses, 350 partial collapses, 189 total roof damages, 241 partial roof damages, and 48 type I damages) due to heavy rains and floods in the months of May and June.

In statements collected by the state news agency Prensa Latina, the deputies themselves considered that the housing plan has a significant risk of not being fulfilled in the year 2023.
