The Russian Intelligence Service agreed with the regime of Daniel Ortega to establish a police training center in Nicaragua. The “Agreement between the Government of Nicaragua and the Government of Russia on cooperation in the field of retraining and professional development in the sphere of police activity” was urgently approved by the National Assembly of the Central American country, which, according to security analysts, is part of an advanced “intelligence and espionage system” that Russia is building within Nicaragua, as reported by the local newspaper Confidencial.

According to Laureano Ortega Murillo, presidential advisor and son of Daniel Ortega and Rosario Murillo, Nicaragua “is Russia’s strategic ally in Central America, and we should be considered Russia’s regional platform in all fields.”

The construction of this center was agreed upon during the visit in late February of the Secretary of the Security Council of Russia, Nikolai Patrushev.

The agreement establishes that the construction or renovation of “buildings, structures, and facilities” for the functioning of the center will be carried out independently and at the expense of the Russian side. It also clarifies that these real estate properties “will be owned by the Russian Federation.”

The same article warns that, in case of termination of the agreement, the assets, equipment, and facilities of the center will remain in the hands of the Russians, who will have “the right to use the real estate and the training center for purposes unrelated to the execution” of the agreement.

The Ortega government has “handed over a piece of the country” to the Russians, as the Nicaraguan state will have no power over that training center, which will serve as a “front” for other types of activities, according to an expert consulted by Confidencial.

“The Ortega regime is raising the stakes in the geopolitical game. The content, treatment, and structure they plan to give to that center seem more like a spy agency,” commented the expert.

“The training center will carry out its activities under the general direction of the head of the diplomatic representation of the Russian Federation in Nicaragua,” the agreement states. The practical direction “will be carried out by the competent authority of the Russian side,” which, according to experts, diminishes the coordination power of the Nicaraguan police.

Additionally, Ortega granted immunity and nearly diplomatic privileges to all Russian employees of the center, who will not be obliged to be accountable to Nicaraguan authorities for their actions in the country. They “shall not be criminally, civilly, and administratively liable” under Nicaraguan laws, “for what they say or write, and for all actions they take in the performance of their duties.”
