Russia has held discussions with Havana about constructing an oil refinery in Cuba in collaboration with Russian companies, according to the TASS news agency, which cited a senior Russian legislator, Alexander Babakov.

A delegation of Russian parliamentarians, led by the Speaker of the Lower House, Viacheslav Volodin, is currently visiting Cuba. Babakov mentioned that during the visit, the potential construction of an oil refinery was discussed.

“Cuba has crude oil: it is logical not to import petroleum products but to produce them here,” he told TASS.

Russia and the socialist state of Cuba have a long history of close relations dating back to the days of the Cuban Revolution in 1959, after which Havana received support from the Soviet Union.

Russia resumed crude oil supplies to Cuba in March after a year-long interruption.

Venezuela is Cuba’s main oil supplier, but shipments have declined in recent years. Last year, Mexico exported significant quantities of oil to Cuba but has not done so this year.
