The Cuban government has announced an ambitious plan for 2025, promising to improve the functionality of the National Electric System (SEN) and accelerate the transition to renewable energy sources. However, analysts question the economic and technical feasibility of this project in a country struggling with a prolonged economic crisis.

On Friday, authorities presented a roadmap that includes adding 1,200 megawatts (MW) to the SEN, primarily through solar parks. According to Cuban Television broadcasters, the plan represents the “long-awaited light at the end of the tunnel” for an electric system plagued by massive blackouts affecting both the population and the economy.

In a statement published on X, the government claimed this strategy aims to reduce power outages and advance toward energy sovereignty through cleaner and more sustainable technologies. It is projected that by the end of 2025, the installed solar energy capacity will reach 1,000 MW, although this figure falls short of the originally planned 1,800 MW.

The SEN Recovery Program, led by Commander Ramiro Valdés Menéndez, includes the installation of solar plants capable of generating an additional 1,100 MW and incorporating over 500 MW of renewable generation in the first half of 2025. These measures, according to the regime, would ease the burden on the system during peak hours.

Additionally, a salary increase for workers in the electric sector was announced starting in January as an incentive to improve the operation and maintenance of the SEN.

Despite the government’s optimism, the challenges are enormous. Rebuilding and modernizing the existing electric infrastructure — with a current installed capacity of 6,000 MW — could require between $6 billion and $30 billion. This is in addition to the extra costs associated with renewable energy storage and grid renewal.

Independent experts have pointed out that achieving the official goal of generating 24% of electricity from renewable sources by 2030 seems increasingly unlikely without a drastic change in the island’s economic conditions.
